AISC Design Guide 4 Extended End Plate Moment Connections

I have a question about two of the equations in Design Guide 4.

Eq 3.11 Ffu = Muc/(d-t sub f) is used to find the beam flange force on the end plate.

The equations for the check for the shear yielding (3.12) and shear rupture (3.13) of the extend portion, both inequalities divide the beam flange force by 2 when comparing to the check.
Could someone explain to my why the force is divided by 2?

I have tried to figure this out but I am at a lost.

I believe there are bolts on top and bottom of the flange. So, half the flange force goes to each set of bolts.
 
Thanks for the reply. You are correct, the 4 or 8 bolt tension side is splitting force onto each side of the flange.
I actually thought of this as I was driving home last night.
It's amazing what the brain can do when you give it a moment to relax.
