Air testing of pads 1

Hi we are constructing new tanks according to API650
We erected pads of anchor chairs on shell not on weld seams shall we air test the pads by telltale hole or not my reference is 5.8.11.4 and 7.3.5

I would say not. 5.8.11.4 doesn't require a tell-tale hole. And in 7.3.5, it references 5.7.5.1, but there it says the tell-tale hole is specifically "for detection of leakage through the interior welds".
