Air Test on Water Main

We have a Client that has engaged us to design a new trunk water main for its distribution system. Part of the work has taken place this summer,yet there are several other phases to come in the next few years.
The Client does not want to fill the main and have stagnant water for a few years, and they don't want to "use up" the chlorine tablets installed in the main.
Does anyone know of a procedure to do an "equivalent" air test to substitute the normal hydrostatic pressure test? If we wait until the main is filled in order to test, the warranty period may be expired.
