Air elimination in pipes and flow meters

I am trying to eliminate air from a JetA1 pipeline which is used for unloading road tankers.

The pipeline size is 6" and the pump is a positive displacement unit with a flow rate of 1600 litres/minute.

We have a bulk air eliminator fitted with 2 air elimination heads but the heads continuously seep JetA1 during pumping.
The size of the bulk vessel is approx. 0.07 cubic metres which we feel is way undersized for this size pipe and flow rates.

Can anyone advise how to determine the size of the vessel required?
