AHU HEATER STEPS

I am an Electrical Engineer and we have a AHU Heater of 60kw for installation.earlier design takes a hygrostat input and get switched on.

But now supplier proposed a 4 step heater each of 15kw instead of one single heater.So how
controls can be changed.
