Advice on dissimilar Metal Welding

Does anyone have advice on electron beam welding 430 CRES to either 15-5 or 17-7 PH or 304 CRES to 15-5 or 17-7 PH?
 
430 CRES will subsequently embrittle if not annealed after welding 17-7 or 15-5 will soften if not post weld re-solutioned and age hardened. How does this sound: TIG butter Inconel 82 to 430 CRES, anneal the couple. Inconel 82 butter to the precipitation hardenable CRES, and resolution and age the couple. Finally, E-beam weld the Inconel 82 components only ensuring thorough metallography and microhardness testing of the qualification coupons that the HAZ does not extend into the preciptiation hardenable stainless steel or the 430 CRES.

Then why electron beam weld, why not use conventional GTAW with buttering? The buttering and subsequent solution anneal/age seems reasonable.
