One easy way is to create centermarks. Start the centermark command, select one circle then, before clicking ok/apply, select the other circle. Two centermarks will be created with a centerline between them.

But if i wish to add "external LINE" center to center how i can do that. Later i can convert that line to different style (like center line).
...and while you're placing the dimension, press MB3, select 'Style', select the 'Dimensions' tab and then change the Placement option from 'Automatic Placement' to 'Manual Placement' so that you can force the exact location of the dimension text relative to the dimension lines (the arrow from the arc center).
