added shear reinforcement in hardened concrete

The contractor on a project was placing concrete for a grade beam when the ties holding the rebar and shear stirrups broke pushing the cage to the bottom of the beam. Its now one year later and I get a call from the owner asking what can be done. The beam is about 20 inches deep. I can't just epoxy in dowels because there is not enough embedment length per ACI Sec. 12.13.2.2. Any ideas?
