Add annotation between hole elements

I am trying to add an annotation on a 3-D model to show the distance between 2 holes. I am able to use the 'center' annotation type, but when it is generated it always says '.000'

Does anyone know why this might be? I am pretty certain i'm on the right annotation orientation (parallel with hole direction)

What am I doing wrong?

Did you try perpendicular?
