What is the/your interpretation of the requirements of the ADA for Detectable warnings.

I have a bank of perpendicular parking stalls with a sidewalk attached. The sidewalk is on the same grade as the pavement (no curb). Is the edge of this bank of parking considered a vehicular way? Do I need to provide detectable warnings along the length of the sidewalk to be complaint with the ADA? If curb stops are installed 2' off of the sidewalk for each parking stall is that an adequate feature to seperate the sidewalk from the parking lot?

The Access Board has a Technical Assistance office. I suggest you give them a call. I've found them to be helpful in the past.
