ACI regarding excess reinforcement & development length

In the chapter on development length of ACI 318, it discusses when the development length can be reduced if the reinforcement in a flexural member is in excess of what is required by analysis (except for where the anchor development for the full Fy is required, etc). If I understand right, does this say the calculated development length can be reduced up to a factor of As,req/As,provided ? That's how I read it, but want to double-check.

That's my understanding. I think there's a lower limit as well. Six inches maybe?

12 * dia is the lower limit in the Australian code!

ACI 318-14 25.4.10 describes this, with the caveat that it does not apply in certain instances and the general minimums still apply. For standard bar, that means 12" minimum. 318-14 clarifies and collects various requirements spread throughout the code.
