ACI 318-14 - Auger cast reinforcing question

I have a project with auger cast piles, some gravity only, some part of shear walls, and some supporting moment frames (Seismic Design Category B – not sure yet whether Ordinary, Intermediate, or Special – I have a call into the precast engineer to find out). ACI 318-14 section 18.13.4.3 directs you to provide transverse reinforcement per 18.7.5.2, 18.7.5.3 and 18.7.5.4. My question is what piles are required to have transverse reinforcement? Is it all piles (Can’t see that it would be, but 18.13.4.3 doesn’t have any exclusions)? Is it just piles that support members of the LFRS (Chapter 18 is specifically for Earthquake Design of structures in SDC B-F)? Or is it just piles that support Special Moment Frames (18.7 only applies to Special Moment Frames)?

Pile is compression member, or compression member with flexural force, which is designed, and to be reinforced, similar to the columns. Yes, transverse (shear) reinforcement is required, especially there is lateral load concerns.

For ACIP design, you also need to follow IBC Chapter 18, which has specific reinf requirements.
Regardless of the code requirements, I would use circular hoops for the upper pile height where shear is anything more than negligible. For "typical" piles and soil profiles, this is usually 10' to 15'.

Also, for construction feasibility point of view, without transverse reinforcement, how are you going to place the vertical main reinforcement, and hold bars in place during grouting/concreting?
