ACI 22 - Structural Plain Concrete - Foundation Walls

Does anyone use ACI 318 chapter 22 for designing basement walls for custom homes? I was reviewing HUD documents pertaining to ICF walls and they use ACI chapter 22 for design of the flat walls in there example. The example is attached. Granted, they are using an old ACI 318 code but the methodology is the same.
 
Per the 2012 IRC, concrete foundation walls can be designed using the IRC, ACI 318, ACI 332, or PCA 100.

From the commentary of ACI 318 Chapter 22: "Plain concrete walls are commonly used for basement wall construction for residential and light commercial buildings in low or nonseismic areas."

And from ACI 332: "Except in seismically active areas and where unusual loading conditions exist, reinforcement of solid concrete basement walls or footings is generally not needed"
