About 3in1 filler in Cooling Tower

I will design 3in1 filler(combine of Louver,filler and eliminator) in cooling tower. but I don't know why the angle of connecting between filler and louver is 45 degree.(I see from the old one)
It is the global design? or 45 degree is the best in engineering design?

Could I get further information or source of filler design

It sounds like you are describing a wet cooling tower. Are you designing one? Why not simply buy a manufactured unit?
