I have a steel cylinder with shear keys (picture shown below). Inside this cylinder there is supposed to be another concrete cylinder. The shear keys are supposed to be inside the concrete cylinder (to prevent sliding), while rest of the steel surface is in sliding contact with the concrete. I am using penalty method and surface-to-surface approach. How can I make the shear keys penetrate the concrete while rest of the surface is just in sliding contact?

There will be another cylinder part made of concrete inside this cylinder, and the circumferentially welded shear keys must penetrate it.

You can use interference fit option. It works like strain-free slave adjustment but resolves penetrations during the analysis generating stresses/strains.
