we are need to know what type of material A4-70 is on hex head bolts. The only information I can come across is iso 4014/4017 and spec A4-70 but do not have the documents to define each spec.

A4-70 is a designation that appears in ISO 3606-1. The material is a cold-formed austenitic stainless steel with a composition nominally equivalent to Type 316.

The A4 designation refers to the chemistry, the '70' part indicates a UTS (Rm) of 700MPa, which indicates a certain degree of cold work. A4-70 is a common material for small size fasteners used in satellite, electronics and (providing there is no requirement to be amagnetic) avionics.
