I recently talked to someone who said that A283 grade C steel is no longer available, it has been replaced by ASTM 1011. Is this true? How is it worded, that ASTM 1011 is equivalent to A283C? Or similar? Thanks for any info.

It is still available. If you are using it for an ASME coded vessel, the code has changed. I believe they have went to ?(SA-515)? of the same grade. Check me out! Most of the A-283 I've seen is imported. If you are involved in a "code" situation please have some check this out.

ASTM A 283 is a specification for steel plates. ASTM A 1011 is a specification for sheet and strip. These are different product forms. FYI, ASTM A 283 has not been withdrawn, replaced, or superceded by another specification.
