A105N with HIC and low S & P

Does billet for forging A105N exits with HIC certificate (to NACE TM0284) and with low S & P ?
I have a customer requiring this material for his NACE application. Anybody supply this kind of material ? Is any other material exist with HIC and Low S & P ?

I appreciate your answer.
 
HIC testing a billet is, essentially, a waste of time. The HIC test needs to be performed on test pieces representative of the product in the final condition.

How low is 'low S & P'?

P & S should be 0.01%.
Customer asked also to not have enlongated inclusions. Last time I sent deviation regarding this that was accepted. But the customer wanted absolutely this test (micrographic to see if any enlongated inclusions). I accepted and my surprise was that I found enlongated inclusions. I asked again for concesion. Accepted of course.
Now he want absolutely without enlongated inclusions.
Arcelor told me that they make a HIC (sheet carbon steel) but with minimum tonnage.
My problem is that I had to found a forge and material supplier for this forge since I don't found any forge in Europe accepting those specifications.

 
When a steelmaker offers a 'HIC steel' it generally means that it has been designed and manufactured to pass a HIC test as a rolled product. So, the forging will need to be HIC tested anyway. It's likely, though not guaranteed, that any good quality clean steel will pass a HIC test after forging. The purchaser should focus on a HIC test rather than microstructure as a pointer to H2S service performance, particularly for A105!!
