I have a dispute with our client regarding what will be included within A/C area of apartment's units when calculating loads. I'm using HAP and I considered living area(including study and dining) + wet area (laundry, en-suite,wc,...)
Is there any written code to demonstrate and prove that or that's all is based on engineering judgment?

how would you calculate loads for conditioned room which is next to non-conditioned one? you have to calculate or estimate design balance temperature of non-conditioned spaces to have calculations correct.
 
If your client wants to tell the Engineer how to do the cooling load, have him stamp the drawings.
 
I said it here in teh past and I will say it again. HAP or Trace are not good software for residential single family type homes calculations (excluding high rise apartments).
You should use manual J calcs fore residential, which substantially under-size equipment for residential (the way it should be).
Hint: If your loads are coming at less than 700 SF/Ton, you are likely oversizing.
