Could A-216 WCB be used for low temperature service (-38 degC design Temp)? Any additional test required?

You would have to run impact tests at this temperature.
 
...if you're working to some Code or standard.
 
...and the design pressure/hoop stress is sufficiently high.

 
What's wrong in specifying grade LCB from ASTM A352/ASME SA352 (Ferritic & Martensitic Steel Castings for Pressure Containing Parts for Low Temperature Service)?

Part of the testing requirements for this grade is a Charpy impact test at -46C.
 
If you go ahead and try to stay cheap using A-216 WCB fittings, the Impact Testing will have to be done on each Heat Number of delivered fittings. Unless you can buy all your fittings from one Heat Number, your cost savings just went 'out the window'. Charpies are not cheap.
