I want to construct a 6m CHB perimeter wall. 6m exposed with a 1x1 footing 1m below ground. Is a 0.2x0.2m column spaced 5m o.c. reinforced with 4 12mm diameter rebars with 10mm lateral ties enough?

This would be best answered by a local engineer rather than through an internet forum.

If you need a definite answer that will be approved by your local building authority, JStephen is right.

But we can certainly discuss this a little to determine whether he's in the right order of magnitude. Based on the information given, I'd say it's not adequate... But let's find out with a few follow up questions:
[ul]
[li]Do you mean 6m height? That's really tall. What's the reason?[/li]
[li]What's the location?[/li]
[li]Are there any less common sources of lateral load (vehicular, etc.,)?[/li]
[Li]Will the footing be centered under the wall, or need to be eccentric?[/Li]
[li]What do you know about the site soils and drainage?[/li]
[/ul]

Can you make it serpentine? 6m is really tall and your footing and column are way too small.
