Is there an issue with purchasing it in condition A then heat treating it to condition T? I've got a drawing which calls this out with final hardness requirment of 26-32 HRC. From ASTM A 370 this converts to 146 - 125 Ksi tensile strength. AMS 2759/5 states that tempering between 700-1000F for this alloy should be avoided. This translates (see table 3, AMS 2759/5) to tensile strengths between 125 and 180 ksi which our current heat treat falls within.
Any thoughts on why the mill can supply it(condition T) but we shouldn't heat treat parts to it.
