I need to order 416 stainless hardened and tempered to approx. 40 Rockwell C. The round stock diameters go down to 4-5mm in diameter. Is this possible and readily available?
 
What is readily available is 416 condition T and 416 condition H per ASTM A 582. The T hardness is 248-302 HBN (24-32 RC) and the H is 293-352 HBN (31-38 RC).

Is there an issue with purchasing it in condition A then heat treating it to condition T? I've got a drawing which calls this out with final hardness requirment of 26-32 HRC. From ASTM A 370 this converts to 146 - 125 Ksi tensile strength. AMS 2759/5 states that tempering between 700-1000F for this alloy should be avoided. This translates (see table 3, AMS 2759/5) to tensile strengths between 125 and 180 ksi which our current heat treat falls within.

Any thoughts on why the mill can supply it(condition T) but we shouldn't heat treat parts to it.
 
I am looking for a higher polish than the 26-30 Rockwell C seems to give when machined. I read that the higher Rockwell would help with that. Any other thoughts on condition H?

Is 416 procured in condition A and then heat treated to HRC 26-32 a problem? AMS 2759/5 doesn't seem to recommend doing it. I've got parts already made to this drawing and I'm not sure how the heat treater has accomplished this. I'm assuming they temper between 700-1000F.
