4140 oil quench vs water quench

What is the basic difference between oil-quench and water quench when performing a quench & temper of small diameter (under 3") 4140 steel bars ?

Any 4140 bar over 1" diameter will not fully harden with an oil quench. Although water quench could be used for 1" dia. and smaller bars, there is likely to be more distortion than with an oil quench.
