4130 Matching Strength Consumable

Hi,

I am in the process of qualifying a WPS to join 4130 to itself (Q&T state approx 700MPa UTS) Can anybody recommend a consumable that after PWHT will pass a transverse tensile as per ASME IX and match the properties of the base metal. The first PQR was welded with E81T5-B2M H4 due to softening from PWHT the tensile failed.

Oil and Gas is expanding in Australia and we are seeing more and more API standard 4130 piping systems made in US out here. I am not up to speed with the requirements of API. Does API allow an under matched consumable on piping systems?
 
The original heat treatment results in high strength and begs the question are you sure about using this strength level with possible concerns for stress corrosion cracking? If you absolutely need the filler metal to be matching or slightly over matching, you can look at

SFA 5.29 E10XT1-B3C which after heat treatment should be at or above your base metal strength.
