3D Note Parallel to Screen

Can someone tell me how to create a 3D note that says parallel to the screen? I can create them // to a surface or plane, but I want one that stays // to the screen while the model is free to spin.

If you are using a version earlier than WF4 an annotation feature can't be placed flat to the screen. A note can but it will move when zooming in and out, etc. In WF4 you can place an annotion flat to the screen and keep it a desired location. There is an annotation orientation selection on the dialog box that allows you to specify that.
