2D mesh failure with randomly oriented pieces

I'm having trouble meshing a 2d geometry with randomly oriented rectangular pieces inside of a matrix material. I get very good meshes when the internal rectangles are aligned, but the mesh always seems to fail with the randomly oriented pieces. Does anyone have any recommendations?
 
Since it is about a hundred years since I used HM I can't remember how but there is basically a one click command to reorient all the element directions. I imagine the help might be of some use.
