2018-2019 line color format template

I'm running SolidWorks 2018-2019.

I have a few lines in my sheet format that are appearing grey when I go back to edit sheet. I updated the line color to black and it appears black when I go back to editing the sheet.

Then I create a new drawing with the same template and the lines are grey again. I checked to make sure it is referencing the updated template and it is. Any idea what the problem could be?

Side note, when I create a new drawing, how do I get SolidWorks to prompt me to select a template, rather than just selecting the default?
 
Check your color settings. Fully defined lines can have a different color than undefined lines.

Also check help in settings for template prompt.
 
Toggle your Color display mode on\off - looks like a right triangle over the colors of the rainbow.
