I am surprised that SA-515 was used prior to 1968. I was under the impression it was not in existence until the 1968 edition. Perhaps some Code Case was used for that one. Being a 70 ksi tensile material, and given that design margins did not change during the time period involved, I'd expect that the allowable stress up to 650°F would be 17,500 psi.
I don't have a 1965 edition readily available. However, looking at a scanned version of 1962 Section VIII, I see the following:
SA-285 Grade C: 55 ksi tensile material with a corresponding 13750 psi allowable stress up to 650°F. So that stress value is consistent thru the time you're looking at. [No, SA515 and 516 are not listed.]
Unfortunately, I've only scanned thru UCS and thus don't have data for the SA-240 304L handy. I can get to it when I return to the office. Not sure, but we might have a 1965 edition in our library.
