Use the TI (formerly Unitrode) UC2572 control IC. It is optimized for inverting buck-boost (flyback) non-isolated operation. If isolation is needed, then a transformer-isolated flyback is recommended. Otherwise, avoid the custom transformer and use a catalog off the shelf simple inductor.
I've been using the UC2572 for 5 years and swear by it. It is offered in 8-pin SOIC and DIP, uses direct duty cycle voltage mode control, features pulse by pulse current limit, and has a built in p-channel MOSFET gate driver. The p-FET gate driver is unclamped, so if the input is less than 20V, all is well. Just be sure to use a p-FET with a gate-source rating of 20V. The p-FET should be rated for at least 40V drain to source, as well as the Schottky diode. BR.
