Where does the NFPA code began in a commercial building I have been told Civil covers the service main until you get 12" above FF?

In terms of NFPA, 13 chapter 10 and NFPA #24 would be the place to look.

If you are asking who actually does the work, the UA usually claims U/G fire-only mains for the sprinklerfitters, unless it is a multi-trade local. Up here on the Canadian Prairies, it is almost always combined fire water/domestic and the non-union plumbers snag that work.

A question was raised if clearance is required where the pipe penetrates the slab. I cant find anywhere that requires clearance. ASCE 7 exempts chapter 9 of the NFPA 13 if in a seismic catagory B. 9.3 of the 13 is the only location that addresses the clearance requirements.

Well depending on the pipe used, sometimes there is not a problem/ question

Often municipalities have standard details and/or requirements of water services entering the building for fire suppression.

I would start with the local building/plumbing department and also the local water purveyor.

This is dependent on where the civil engineer terminates the pipe outside the building and the Fire Protection or MEP engineer picks up the connection. In all cases the connection from the underground into the building must comply with NFPA 13 (2010 edition) Section 10.6. Now if your using the 2013 edition, read it closely because it better clarifies how pipe is routed into the building.
