10/13 Rule

We are in the design of heat exchangers and myself not sure where 10/13 rule (That is Design Pressure of low pressure side on HE should be 10/13 times the Design pressure of the higher pressure side) should be applied.
Is this requirement driven by API standard and due to hydrotest requirement?
If so, shall it applied for all heat exchangers or there is a criteria on such requirement.

Any help is highly appreciated.
