10/13 Rule for Shell and Tube Heat Exchanger

Simply put, has anyone heard of the 10/13 Rule in ASME VIII with regards to the design of shell/tube side desing pressures?

In the past we have used the 2/3 rule whereby if the low pressure side design pressure is less than 2/3 of the high pressure side, a rupture disk shall be installed in the low pressure side. However during a HAZOP recently, someone claimed that these rule has been superseded in the latest edition of ASME VIII where the criteria has been set as 10/13 instead of the 2/3?
