Is there some myth that two sources means you will never have a power outage?
Many distribution circuits can be fed from more than one direction, but it takes operating a switch (or moving a cable from a parking stand) to change the feed. The problem is to find the faulted section before switching. It's much harder to do on underground circuits, although the public seems to believe the underground is more reliable (another myth).
Now if you are asking about enhanced power service, it will typically cost you more. But it won't mean you won't have any outages, just fewer, and shorter outages.
