1/3 stress increase for bearing pressure

Does anyone know of code permitted stress increases for foundation bearing pressures involving seismic or wind load cases.

I think the 1/3 increase on allowables for transient loading cases were out since...?
 
I think this comes from the geotech. The allowable bearing pressures aren't always given as a strength consideration. Sometimes the allowable bearing pressures are governed by settlement and a 1/3 increase is allowed for transient loads. At least I've seen it explicitly stated in at least one geotech report in the last year.

Check Table 1804.2, Note d, in the 2006 IBC...1/3 increase is allowed when considering wind load.
