that's right there are 2 CT's and 2 PT's since the kwhr meter is a 2-stator type. for long term the digital power meter is the best option.

You wont find any applicable standard. It's a matter of choice. I once found them in a military base power plant but it was there as an anti-slip mat because the floor was smooth and slippery.

i can not agree more with wbd. i just can't understand why the manufacturer would go ahead in energizing the unit knowing fully well of the situation. this would be a warranty liability issue in the future. are you ready to take the risk?

Try inquiring from Advanced Test Equipment Corp. or AVO Multi-Amp Corp. The first is a equipment rental company while the second is the leading (I guess) Protective Relay Test Equipment manufacturer. They have test sets that comes in low voltage but high current output.
