How does the PED effect second hand vessel purchases? Does it apply? This vessel was fabbed in 1988 and has been on verious duties but is still in OK condition.

Does anyone have any good experience with PTFE based sprays for freeing up siezed valves. Are they better than graphite based penetrating oils or others on the market. I have had a rep in from Interflon who claims good things (but he would I suppose).
