    That looks a lot more than a little bit of an issue, appears the whole bottom of the beam is gone. Better photos would help but I would close at least that lane of the bridge. I don’t think you can repair that much deterioration. Notify proper authorities asap.

    Yeah too many unknowns. I doubt there’s anything wrong with the design, I’m just trying to come up with possible issues. If you oversize a vfd you can convert single phase to 3 phase to get a better pump. Could be as simple as a bad relay.
