That looks a lot more than a little bit of an issue, appears the whole bottom of the beam is gone. Better photos would help but I would close at least that lane of the bridge. I don’t think you can repair that much deterioration. Notify proper authorities asap.

If you oversize a vfd you can convert single phase to 3 phase to get a better pump.

Well pump station size doesn’t seem to be likely the issue if the alarms going off at night when there is no flow since the business is closed.
