If the houses are insured and the fire department not located on the island, likely the insurance coverage will be dropped if the bridge is found unsafe or inadequate.
It is resolving the point load into a psf load which you can use in the unit width design of your wall. Typically codes provide design live load surcharge.

There are federal standards on bridge inspections and qualifications.
The bridge merits a in-depth inspection and level 1 load rating.
Underwater inspection is likely also...
Yeah too many unknowns. I doubt there’s anything wrong with the design, I’m just trying to come up with possible issues.
If you oversize a vfd you can convert single phase to 3 phase to get a better pump.
Could be as simple as a bad relay.
Well pump station size doesn’t seem to be likely the issue if the alarms going off at night when there is no flow since the business is closed.
What was the alarm cleared?
Have the owner get a different plumber or you walk away and have a vac truck clean the pump station.
Possibly steps...
They state in the older manuals that the negative moment steel needs to be designed per ACI for cantilever. https://vulcraft.com/catalogs/Deck/VulcraftDeckCatalog2008.pdf

At the bottom it says for static loads 3:1
Nys dot says 1% but I think that’s a but extreme you’re better off cutting it out...
What depth of LVL can you get to work and why isn’t it feasible? Seems like you have the head room if you plan on having that ceiling joist. Could also look into glulam beams. How did you figure the loads for the beam, any possibility you didn’t accidentally double count a load?
What if you...
Wouldn’t the shear stress be concentrated and uneven with the proposed concept. Also isn’t welding that near to the flange web interface weaker the beam.
