Similar to a post last week. It depends on where the vessel is and whether or not it has been put into service. If the vessel is still at the shop, it is not a repair. If the vessel is delivered to site but has not been put into service, it is not a repair (as is the case in my jurisdiciton)...
If the vessel is only at site but not commissioned and operating, it does not necessarily mean 'repair'. The bracket and hydrotest may be performed under Section VIII. It could be as simple as how your jurisdiction is defining 'repair' and/or 'alteration'. As always...I could be wrong.
