A trajectory for Insert -> Sweep needs a section XY
orientation reference which doesn't exist as the curve
is not associated with a datum plane, surface, solid
face, etc.
There are several ways you could get to where you want
to be. Project your existing curve to the cylindrical
surface...

What (does it make a difference?) version Pro/E?
Do you (does it make a difference?) have AAX?
Is an "item" a component instance, part feature,
assembly feature, ...?

I believe there is / was a config statement

that forced software emulation of graphics functions(?).
May be worth a try (or search your install & admin guide

Sure it's true. I saw it on the internet.
You can set the Spin Center by ...

Sometimes that's just the nature of things.

Ok. Without AAX I believe the 'in assy context' relationship
is all that's going to be available to you. (I don't have AAX
either and am not sure it would offer anything in this specific
context.)
There are various ways / strategies you ~could~ use including

I believe the answer(s), which I can't help you with, will be dependent on whether, or not, you have AAX.
Just as a curiosity; why do you want to circumvent the typical top down design reference created in the context of an assembly?

Ah! I see. Then referencing of edges would be 'edging'?
Good luck with it.

That is a problem going either way. You have to empty
your head*, learn the capabilities of and constraints
imposed by the new system, learn to work within them.

Get him / her (or jon <g>) to show you how to duplicate your intent using the different modeling paradigm.

The dimension is associated with the thread diameter.
You should be able to show the associated hole note

list the tap drill size.

I'd work with the source, then, and resolve the export / import problems. Ten years ago this type problem was common. It's the exception to the rule today and can usually be resolved, often by correcting modeling...
Can you post the neutral translation that went into the Import Feature? If it was an IGES I suspect there may be some clues in it that don't show up in the picture (maybe not even in the Pro/E import). At any rate, the missing faces were most likely larger swept or revolved 'slab' faces...
