Is it okay to have diagonal ties? If so how do you calculate rebar strength that is resisting diagonal force?

Yes, in general. That said, I recommend posting a sketch of your particular situation.

The same as any other tie: the factored yield stress of the tie rebar.
 
Ties can be in whatever direction you want to be I'd say. It's just a question of whether you're picking the strut & tie diagram to match how you want to detail, or picking the detailing to match how you want to draw the S&T diagram. If you draw a bar a different direction, so long as the forces resolve you'll find out what you need
