Charpy Testing for Eyebolts

Customer has requirement for forged eyebolts (m8 diameter) be Charpy tested to 40J at room temp. Problem 1 is this is small than normal 10mm sample size for testing. Problem 2 is with it being forged, taking sample from a lot, then hoping it can be earmarked for the po if it passes the Charpy test. All dimension are per DIN 580 for the eyebolt itself, with Max WLL at 140kgs (300lbs). Low carbon steel grade C15E as in DIN EN 10084 or AISI 1015 (UNS G10150) for material.

Any thoughts on if this should be before the manufacturing process, or on finish product? The entire length of the finished product is only 49mm, so it will be below the 50mm min, and nothing about the part is straight beyond the 13mm threaded portion.

Are these HT after forging?
If they are then just HT a piece of the original bar stock along with them and use that for testing.
Either way it sounds like sub-sized bars.
 
According to this process, they are just put through a quench and temper before threading. Material is 1008, low carbon.

ADDITIONAL REQUIREMENTS:
Material – Steel shall be made by the open-hearth, basic oxygen or electric furnace process and shall be made to a finegrain
practice.
Process – Forged without welds. After forging and before threading bolts shall be liquid quenched and tempered.
Grain size – The as-treated grain size shall be rated from a broken tensile end and shall be ASTM No. 5 or finer.
Imperfections – Shall be descaled and free from injurious imperfections. The threads shall be undamaged upon receipt of
the eyebolt by the purchaser.
Finish – Plain, unless otherwise specified on drawing or order.


I agree, the sub-sized bars seem like the only option but wanted to bounce it around with a better group of knowledgeable people!
