Fire Hydrant

Hello everyone
Regarding a project of mine, the general contractor intends to install the control valve below the fire hydrant(wet barrel) as shown in the picture. I would like to know if this is correct. Additionally, how should the coverage area of the fire hydrants be considered?

I take this is not in the USA???

Well unless you chain an lock the valve , it can be closed

Plus never seen that before

Plus if there is an ahj/ jurisdiction in charge,,,, they just might have a standard on how and where the valve is required
 
NFPA typically specifies an underground valve roadway box.

The indicated valve location will have difficulty in operation. However, the same may be as per AHJ clearance.

Regarding the coverage area of hydrants, it depends on local practice and AHJ.
