I don't think you will be able to find a complete specification on a skid like that. There are not many applications of a skid mounted electric heater skid with pump and suction tank/pressure vessel in the process industry as most client would not use electric heaters type heat exchangers but some heat transfer fluid such as steam or a self contained fuel gas boiler system, etc. I have spec for electric process heater, pressure vessels and pumps, but not a complete skid like that. When I am faced with that situation I first get the specifications and construction details of 3 typical manufacturers that make the same skid. I then write a specification around those three manufacturer's such that anyone can bid on it and provide the equipment you want. From the specs I do have on the different individual components of the skid but not the whole skid I would add specific requirements for the component equipment based on the individual go-by specs I have as long as I think it is not well above the capabilities of the manufacturers to supply. Also I would add controls requirements, instrument and electrical specification and structural specifications including wind and earthquake loads, etc., bid requirements, terms of conditions, etc. so that the vendor has all information to provide the skid in complete accordance with process, code and standard requirements, site and operating conditions etc.
I would call each one and ask them and discuss any special requirements that they don't state they provide and make sure they can provide it. Discuss delivery dates, field start up assistance, etc. And very important up front in the specification I would list process and performance requirements and any requirements for performance guarantees, etc.
