Here is the basic flow where I work.
The geometry for composite parts is typically just the surfacing package of your CAD program (Catia GSD). The analysis is then performed in some CAE package (Ansys) and the actual layup and stacking sequence is determined. This information is then fed back...
First and foremost, it sounds like you are pre-stacking your plies, then laminating your mold with the pre-stacked plies. THIS IS BAD PRACTICE!!! and if this is what you are doing, you should see a considerable decrease in the phenomenon you are describing.

Assuming you are using an out-of-autoclave prepreg, for a flat panel, use a vacuum bag and a caul plate. You'll be just fine.

Seriously though, tap testing can only find large voids and delams. When it comes right down to it, these are usually quite obvious. It's essentially like tapping your drywall with a small hammer to find a stud.

By frame spec, do you mean shape profile or do you mean material spec. I believe that you can find them both within the released engineering documentation on the site. Airbus is pretty good at providing documentation for their product, unlike their competitor.

I would also add that each individual engineer performs a greater volume of tasks as compared to even a few years ago. Yes all these tools you mentioned mean each of us can get more done faster. In lieu of increasing the overall volume of work tasked to a group of engineers, management instead...
