CorBlimeyLimey you are correct. 3D reference point put at the center of a part in an assembly and wants to be used as a dimensional reference in a particular view of the drawing. Thats what i get for thinking faster than i can type.
No i got the virtual sharp. If when you are sketching you create a reference point (under the reference geometry menu) then want to use that as an endpoint for the creation of a dimension. Thanks

Personally i would go with one file with configurations for each dia and use configurations for the lengths. This way as they replace parts within the assembly all the mates will follow.
