What is the preferred method of attaching the top angle to the top of a tank shell, lap welded (Figure F-2 Detail b) or butt welded (Figure F-2 Detail d).
Is there any restriction on welding a thin gauge less corrosive sheet material over the existing tank shell and bottom. This would be done with lap welds and plug welds.

Have you checked out Section 5.2.1(k)2: The design uplift presure on the roof (wind plus internal pressure)need not exceed 1.6 times the design pressure P determined in F.4.1.

It sounds like you have an Appendix F tank with the 0.3 psi design pressure. Apx. F will inturn direct you to API 620 for the design of the manways. Happy hunting.

I found nothing in API 650 either, but obviously you would need a bw annular plate. The breakdown would be impractical past 3/8" and the three plate laps would be a challenge for an earthling. I also checked Euronorm and found nothing. AWWA D100-05, however, Section5.9.4.5...
