Check your line type scale, type 'LTS' in command line and play around with it so to speak if its at 500 change it to 1 or if its at 1 change it to 100. This will change all line types in your drawing. Or select another line type to use there usually are a couple like dash dot(5x) dash dot (2x).

I'm not too familiar with 2004 anymore. However, I'm pretty sure if you use the command 'arctext' you should get the desired result. You will have to draw an arc first.
If it is already a mesh then just select it and right click. You should see the option of "object viewer" seclect that and it can show you it as a solid rendered.
